Within the OpenEU project, Ilona Plaksenkova, a representative of Daugavpils University (DU) who is responsible for implementing the project work package “Build capacity and harness the power of digital education” (Veidot kapacitāti un izmantot digitālās izglītības potenciālu) at Daugavpils University, is a co-author of the scientific article “Transformation Framework for Transitioning Traditional Universities to Online Open Education” (Transformācijas modelis tradicionālo universitāšu pārejai uz tiešsaistes atvērto izglītību). The article was published in the proceedings of the international conference “Innovating Higher Education Conference 2025”.

The aim of this work package is to strengthen knowledge and practical skills regarding the potential of digital education in higher education across Europe and beyond, while positioning OpenEU as a leading European University Alliance for open and/or distance education.

The publication presents a clear and structured transformation framework to help traditional universities plan and implement the transition to online and open education formats. It examines key challenges related to the implementation of digital education — from study processes and teaching methods to technologies and organizational solutions. Particular attention is paid to developing the skills of academic staff, engaging students, and ensuring sustainable solutions.

This publication directly reflects the objectives of WP5, highlighting the importance of digital education in the development of higher education, strengthening the role of universities in their regions, and contributing to broader digital transformation processes. The article demonstrates Daugavpils University’s active participation in the OpenEU project and its contribution to the international discourse on the future of modern, accessible, and digital higher education in Europe.
